Services will be at 11:00 A.M. on Wednesday, April 15, 2015 at the University Church of Christ with David Lough, minister, and Mike Kuhlman officiating. The family will receive friends from 6:00 to 7:00 P.M. on Tuesday, April 14, 2015 at Brooks Chapel. Burial will be in Dreamland Cemetery. Bill was born on March 24, 1930 in Potter County to Clem and Ida Belle Walker Dugan, and lived in Randall county since the age of two. He married Ozell Klepper on July 28, 1961. He farmed the same land for 67 years, and also did custom swathing and baling. Bill served as a Volunteer Firemen for 17 years and also served as a county committeeman for High Plains Underground Water Conservation District. He was also a Director for Happy Wheat Growers and served on the Loan Committee for Federal Land Bank. He was a long time volunteer for 4-H and FFA and made many trips to Houston and Texas A&M with the youth. Bill enjoyed his early morning breakfast at Hil's and going on to the Co-op to visit with friends. He loved being around people and valued his family and friends. His patient, easy going manner, great sense of humor, and willingness to help others will be missed by many people. Bill was preceded in death by his parents and two grandchildren, Billy Shawn Dugan and Stephanie Dugan. Survivors include his wife of 53 years, Ozie Dugan; three sons, Billy Earl Dugan and wife, Sheri, of Sedan, NM, Randy Dugan, of Canyon, and Ricky Dugan and wife, Lanette, of Chickasha, OK; three daughters, Cindy Jeter and husband, Brent, of Springdale, AR, Faye Vest and husband, Jerry, of Olton, and Donna Lancaster, of Duncanville; 10 grandchildren, Salana, Kellie, Jamie, Joli, Jace, Jennifer, Jannaka, Jannessa, Nikki and Jeff; 15 great grandchildren; brother, Roger Dugan and wife, Phyllis; and two sisters, Wilma Rogers and Annelle Jones. In lieu of flowers, the family suggests memorials to a favorite charity or to a scholarship fund for a 4-H or FFA student who is planning a career in the Agriculture field. A fund has been set up under Billy Glenn Dugan at Happy State Bank in Canyon.
