Services will be at 2:00 P.M. on Friday, December 27, 2013 at Happy's Memorial Chapel in Happy with Rev. Tom Stribling, pastor of the United Methodist Church of Happy, officiating. Burial will be in Happy Cemetery. Viewing will be in Happy's Memorial Chapel. Burial will be in Happy Cemetery, Happy, Texas. Bill F. Andrews was born on February 9, 1932 in Joy, Texas to William and Ida Chapman Andrews. He married Ruth Lynell Knox 62 years ago on September 29, 1951 in Happy, Texas. Bill was employed by the City of Happy as the Water-Sewer Superintendent for 36 years. He also served as Fire Chief in Happy for 35 years. He served the public in many capacities during his lifetime. He was very proud to graduate from the first Panhandle Paramedic class in 1979. He served as an instructor for First-aid, EMT, Paramedics and served on the PEMISS board until his retirement in September of 1997. Survivors include his wife, Lynell Andrews, of Happy; one son, Bill Andrews and wife, Ruth, of Happy; one daughter, Pam Williams and husband, Jay, of Pampa; five grandchildren; eleven great grandchildren; brother-in-law, Henry Knox and wife, Janie, of Ft. Garland, CO; and sister-in-law, Lucille Robinson, of Canyon. The family suggests memorials be to the Happy Volunteer Fire Department, PO Box 216, Happy, Texas 79042 or the United Methodist Church Building Fund, PO Box 56, Happy, Texas 79042.
